The reason the CIA didn't do a scientific assessment of torture is because they already did the assessments and found out that torture doesn't work to get information. The CIA assessed the effectiveness of torture in the 1950's during the Chinese Red scare and the Korean War.

In the US, we have a different system. The bribes are paid afterward and then called "fines," but otherwise it's the same. Nobody ever goes to jail and the situation repeats itself over and over.
